Key Performance Indicators (KPIs) & Risk Mitigation

Sections 17 & 18 of the Zohra Health Group Proposal: Institutional performance benchmarks and proactive risk controls monitored by the Board of Directors.

Section 17 • 10 Key Performance Indicator (KPI) Domains

Board-Monitored Clinical, Operational & Financial KPIs

KPI 01 & 02

Patient Volume & Appointment Access: Tracks daily/monthly outpatient visits, new vs. returning patient ratios, appointment wait times, and no-show rates across all Stage A clinics.

KPI 03 & 04

Clinical Quality, Outcomes & Patient Safety: Monitors adherence to clinical guidelines, chronic disease control metrics (e.g., HbA1c/BP), infection rates, and zero never-event safety targets.

KPI 05 & 06

Patient Satisfaction & Clinician Productivity: Measures post-visit patient experience scores, complaint resolution turnaround, consultation room utilization, and physician/physiotherapist productivity.

KPI 07 & 08

Diagnostic Turnaround & Revenue Cycle Efficiency: Tracks lab/imaging report turnaround times, billing accuracy, insurance claim acceptance rates, and days in accounts receivable (A/R).

KPI 09 & 10

Financial Sustainability, Staff Retention & Compliance: Monitors operating margin, cost per visit, clinician retention, credentialing currency (100%), and regulatory/privacy audit readiness.

Section 18

10 Risk Management Controls: Proactive mitigation for licensing delays, clinician recruitment, patient ramp-up, reimbursement delays, CAPEX overruns, clinical liability, and cybersecurity threats.

Section 18 • Risk Management & Mitigation Matrix

10 Identified Healthcare Development Risks & Institutional Safeguards

# Risk Category Mitigation Strategy (Section 18)
01Regulatory & Licensing DelaysEngage local healthcare legal/regulatory advisors early in Phase 1; begin with lower-risk Stage A outpatient services before complex hospital licensing.
02Physician & Clinical Staffing ShortagesOffer competitive compensation, flexible visiting/part-time specialist sessions, modern EMR support, and strong clinical governance culture.
03Slower Initial Patient Volume Ramp-UpSelect high-demand locations using the 9 site criteria; combine primary care, physiotherapy, chronic care, and community/corporate outreach.
04Insurance Credentialing & Reimbursement DelaysInitiate payer credentialing early during fit-out; maintain balanced revenue mix of commercial insurance, public programs (where applicable), and self-pay wellness.
05Capital Cost OverrunsLease existing medical/commercial space for Stage A; use phased equipment procurement and maintain a dedicated contingency reserve (Section 15).
06Clinical Quality or Patient Safety IncidentEnforce the 6 clinical governance pillars and 7 patient safety systems, mandatory credential verification, and comprehensive medical malpractice insurance.
07Cybersecurity or Data Privacy BreachDeploy encrypted cloud/on-premise EMR, role-based access, multi-factor authentication, HIPAA/PIPEDA training, and automated disaster recovery backups.
08Diagnostic Partner DependencyEstablish formal SLAs with accredited laboratories and imaging centres in Stage A while building toward in-house diagnostics in Stages B–C.
09Premature Expansion RiskEnforce strict Board approval gates requiring proven utilization, cash-flow stability, and staffing readiness before advancing from Stage A to Stages B–D.
10Governance or Credential MisrepresentationMaintain the mandatory Section 6 verification protocol: verify all academic degrees, medical licenses, and written consents prior to regulatory filing or public release.
